Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law. For this, Thou shah not commit adultery, Thou shah not kill, Thou shah not steal, Thou shah not bear false witness, Thou shah not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shah love thy neighbour as thyself. Love worketh no ill to his neighbour: therefore love is the fulfilling of the law.

Romans 13:8-10

In our previous study, we arrived at the end of our consideration of this important section, the first seven verses of Romans chapter 13. Of necessity I had to deal with it sketchily, but those seemed to me to be the principles that govern this matter of the biblical teaching on the functions of the church and the state.

And now here we come to a new subsection in this chapter. It is not only a new subsection in chapter 13, it is also a new subsection in the two chapters, 12 and 13. Let me remind you again that in this whole section of the Epistle, from the beginning of the twelfth chapter right to the end, the Apostle is working out the practical application of the doctrine and the teaching that he has been laying down in the previous chapters. And in chapters 12 and 13, he is particularly concerned about the Christian in his relationship to other people, first of all to other Christians and then to people in general. As we have been seeing, in the first seven verses he has taken this up in terms of the relationship of the Christian to the state, and we have looked at the various ramifications and implications of that.

Now the Apostle is still continuing with that same general theme, and it is very important that we should remember this because my interpretation of verses 8 to io is that here the Apostle is rounding off, as it were, what he has been saying from the third verse of the twelfth chapter. Verses i and 2 of chapter 12, you remember6 , are a general introduction to the whole section to the end of the Epistle,- and Paul takes up this theme of our relationship to others in the church and in the world in the third verse of the twelfth chapter. He has worked it out in detail, as we have seen, and now here, I would suggest, he is winding it all up. These three verses are thus not only a conclusion to the immediately preceding section - verses 1 to 7 - they are a conclusion and a summary of the teaching that he has been giving us right through from chapter 12.

So the Apostle is doing this: having worked out his teaching in detail, he is saying that it is very important that we should have it all in our minds in a right perspective. He therefore puts all these details into a setting, and shows us how Christians should regard the various duties to which he has been referring.
